Year 3: Wave 8 E-rate Funding Commitments Listed

Several people have called to say they did not receive the Wave 8 Funding Commitment Listing last week so I'm resending.
Congratulations to the following 62 Pennsylvania schools and libraries
that will be receiving Year 3, Wave 8 E-rate Funding Commitment Letters,
totaling $837,050.34. A summary of each commitment is listed below, and
detailed information will be posted to the SLD web site
www.sl.universalservice.org on Monday. The actual letters are being
mailed today and should be arriving next week.
* Please read your funding commitment letter carefully when it arrives.
We understand that some FRNs have been incorrectly denied and we encourage
everyone to appeal if they believe they are in this category. As a
general rule, appeal SLD mistakes to the SLD, and appeal rule changes or
special considerations to the FCC. The SLD has no authority to grant an
appeal unless an error was made in their processing.
* A wave will be arriving each week for the next several weeks, so if you
haven't been listed in the first eight waves -- don't panic. It simply
means that they haven't yet processed your application and you will likely
be in a future wave. To assist you in understanding the funding waves,
there is a Q & A posted on the PA E-rate web site at:

* The next step is to file a Form 486, which has just been approved by the
OMB. The new form will be on the SLD web site as of Tuesday, May 30 and
will be mailed separately to all funded applicants explaining the changes.
It is very important that this form be filed as soon as it is available in
order for discounts to begin on July 1, 2000. The form that is on the web
site currently cannot be used for Year 3 filings and will be removed when
the new 486 is posted.
* It is expected that applicants will be allowed to choose between a
reimbursement option (using the BEAR form), or receiving discounts on
bills if they file their 486 early. Waiting to file the 486 makes it very
difficult for service providers to place discounts on bills.
* This funding is for Program Year 3, which begins July 1, 2000.
Therefore even though you have been notified that you have been approved
for funding, service that is to be discounted cannot begin until July 1,
and thus no invoices can be submitted until after that date.
* If you disagree with a funding commitment decision, an appeal letter
MUST be received at the SLD within 30 days of the date that is on the
decision letter (not the letter's postmark date). There are no exceptions
to this rule. If you find that your funding commitment letter does not
arrive in a timely manner, please let me know as soon as possible so I can
report this to the SLD.
